Try contacting your Service Provider (which seems to be 'Telstra' for you in AU) and see what they think. The fact that it only works on certain networks makes me think the phone is locked - even though you bought it (supposedly) unlocked.
Back when I had my Galaxy S2, it was locked to Telus. I had Bell as my service provider so I had to get it unlocked at a store so I could use it with Bell. Even though yours works on an Australian network, every company has partners in other countries. For example; If you're on Bell or Telus here in Canada you'll be directed and connected to AT&T if you go to the US.
