There is no need to spend more then 2k. Also you dont need 32gb of ram but ram doesnt cost that much so meh. Maybe upgrade the SSD to a one terabyte if you want. I left headroom if you want to add another 980 ti to the build, you can easily do it.

This should work just fine, has storage the speed of these fancy Intel 700Series SDDs, brings along a lot of upgradeability and will be about as quiet as a non custom water cooled high end pc will get

EDIT:

The main difference to the other guy's builds is that this one has 2 980tis (thus being a little over budged). If you can't afford that, go with a cheaper 2x8GB RAM solution and/or downgrade the storage solution a little

You can go ahead and get whatever these guys are suggesting to you but my build is really all you need and still this is kinda overkill.
