I have $450 USD (including shipping/before rebates) to spend, however I already have all peripherals and a new GTX 960.

changed your SSD to a better one with 250gb, 250gb offers a better value

removed your hdd, can expand next time when you have spare $$, a 2tb hard disk offers a better value

changed your psu to a reliable one

At you current budget, don't waste your money on SSD. Save and add your money & buy a good SSD after 2 months. Something like Samsung 850 evo.

Wait for two month, add $ 23.5 and buy a good SSD which has much better read and write speed, and a very good life span. I am not saying go and buy high end product, what i am saying is that don't waste money on $40 SSD when you have much better option in terms of feature, performance & life span only for extra $20. If you can't afford it now, wait & have some patience.  You should know that any SSD is not good. And adding an SSD in a PC is very simple. I hope you can understand what i am saying. except that every thing is looking good in your 2nd build.

Alright. That makes sense. I think I am just being too hasty to build something now. I might be able to up my budget a little at the end of the month.

The alterations are the SSD and the PSU. This falls slightly out of my price range right now, but I might be able to do it fairly soon. If I can't increase by budget, then I am assuming the best option is to wait on either the SSD or the hard drive.
