Are there any Dual 140mm radiators out there? with fans that are 4 pin pwm?

you could just change the fans t o PWM fans

What are you looking for exactly an AIO type system of just a rad for a Custom loop?

 

For AIO's dual 40mm setups, the NZXT X61 is a good one, another being the Corsair H110i.

Both those AIO units would work well and come with PWM based fans out of the box, as for changing them for something else that wouldn't be too difficult as the originals are PWM based. The main difference between say the NZXT or Corsair unit is the control software, being CAM (NZXT) or Corsair Link.
