Editing Rig $1000

Hiya gang

My mate in the US needs a PC, his budget is $1000, he wants to use it purely for video editing (but honestly he might do the odd LiveStream for his Xbox and maybe the odd steam game every now and then)

Can anyone help me out?  Like I'm considering getting him something with an AMD CPU but I've only ever done Intel and I want him to get the best bang for his buck

About me:  23 Year old Software Developer from Wales, UK.  PC gamer and occasional Xbox Series X gamer (fanboy in recovery lol).  I stream occasionally as a hobby.

ATM, you should only get Intel CPUs unless you want a 860k.

does he plan to upgrade or overclock the computer?

Nah, he's a PC Novice so I doubt he'll be OCing anytime soon.  He just wants me to find parts for him and build it for him when I travel over there in the summer.

I know you can get windows 10 off of Kinguin for like $35 and not get scammed, is he ok with doing that? cuz then that would save you like $100.

Sorry I was just trying to get that info from him lol.   He just said for storage "a sufficient amount", for headphone and speakers I think he's good.  and yeah I think he'd rather just have a windows disk to make it easier (idk why I told him it's easy haha)
