power edge 2950 boot issue

i am having an issue were a dell power edge 2950 is not booting from anything (USB stick, DVD drive you get the point) and i have tried two different operating systems Ubuntu server and free nas neither is working my specs are 2 xeon 4 core cpu 16gb of ddr2 ram 3 x 300 gb sas drives (up six sas or sata)one DVD drive and a remote access controller 

 

i would love to have some trouble shooting tips as i am new to the server field

Are you using the front or back USB ports

How did you create your boot media?
