Phone call internet?

Talking 3g here, no VOLTE. But when you make a phone call (mobile to mobile or international) Im assuming they would use internet instead of like an exchange system with PSTN phone lines. does anyone have any info on how this all works, just curious.

Normal calls use cell link towers. Like they have for past 25 years. If you use Skype or WhatsApp, they will use internet connection. Hence them being VOIP software.
