I had a similar issue with Battlefield 3 while I was running Windows 7, it was the only game that kept blue screening my PC even at stock clocks, I wiped everything and installed Windows 8, the issue never came back.

 

I...I...honestly think I just fixed it. I'm not going to get too optimistic yet, but I started up the game and for example in the scenes of the videos I posted, I was having no stuttering AT ALL. If this was the the thing causing all my issues that is terrible. Plus I feel kind of stupid.

 

I'm still going to do some testing, but like I said the difference in those first few seconds (Before I quit to come post here) are phenomenal.

 

I simply uninstalled a program. RAZER SURROUND. That is (Possibly was) the darn culprit. I have no idea why or how, but I got rid of it and BAM. I had this program a long time on my older build and put it back on my new build. I guess it was their latest update to the program or something like that, that screwed it up. I hope this was the issue because it was an easy fix. Though I feel terrible stupid still for some reason.

I have been trying to play GTA V for the last several weeks, with no luck. Stuttering and lag is unreal. Once I try to go on story mode for example (Also happens in Online), I literally get a slideshow. Mouse movement and buttons clicked are EXTREMELY DELAYED. It takes 10+ seconds to move my mouse across the screen to just hit the exit button. 
This happened on my older build PC, I recently just built a new one and the same issue is happening. Same thing is happening to several of my friends as well. I go from 1-16 fps (Seems like it skips frames too). My cards usage goes from 90%+ down to 0% and back repeatedly. My temps are obviously fine as well. It's ridiculous. I'm trying to think of anything else that could help anybody, possibly figure out what is going on. Rockstar support..as always isn't much help. So here I am, asking for help to the people of LTT!

Nvidia Drivers: 361.91 (Worried to update to latest drivers since I've heard many issues, though I don't feel it's a driver issue, unless I'm wrong)

Update to the latest drivers. You can always roll back.

Reinstall GTA V. I had this problem and when I reinstalled it was all perfect. 

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB 

138 is a good number.

Try safe mode. It sets everything to lowest and 800x600. Maybe you have some setting up too high. The way to access this is to force close gta v by task manager.

I just installed the latest nVidia drivers today with my GTX Titan X SLI system, all is fine. The bad driver was the .47 and it´s gone now. The .51 version is perfectly fine.

I will try that too and let you know how it goes. 

The odd thing is this happened on my old build as well, which had a single 670 FTW in it. I never had these issues until just a few weeks ago.

 

My friend has SLI 780s also, no issues.

 

Though I will try disabling, update drivers and get back to you guys here!

I've tried all the suggestions and no luck!

 

Updated drivers - Nothing changed

 

Disabled SLI - Nothing changed

 

I don't believe settings being too high are an issue. Even more so, just on the GTA Splash screen, where you pick which mode to load in, for example say I go into settings, the menu is even laggy there.

 

I'm completely out of ideas!

I'd like to show a video I recorded of what I'm experiencing, is it fine if I post a link to it? I'm not sure what the rules are.

So, do you know if anything else happened a few weeks ago that might be relevant? Also, are any of the components of the new build common to the old one?

No, nothing relevant at all. It just all happened randomly. It started off on my old build saying something about game verification ownership is taking longer than usual. Once that went away, I got into the game, but like I mentioned above..that stuttering. 

 

Now it's happening on the new build (Only the stuttering). The only components from my old build are the Western Digital HDDs. Though GTA V is not, and was never installed on them. It was a fresh install on a new SSD.

That stuttering is pretty bad, try installing GPU-Z, turn on the overlay information and take a screenshot, that would help give us more info on a hardware level

I will try that, thank you. And I'm sorry, but how do you turn on the overlay for GPU-Z? 

And do you need any specific readings?

Derp...what I should have said was AfterBurner instead of GPU-Z, my apologies.

 

You could still generate a log file with GPU-Z though, but Afterburner will give it to you in real-time.

Ah, alright. Well, I'm not sure if it makes a difference, but I saw this post you made after I made this new video using the Precision X Overlay. You can see the info if that helps and even at the end where my mouse lags. If this isn't helpful I could still download Afterburner as well.

Just out of curiosity, could you check your Nvidia settings? Go to Manage 3D settings > Power Management mode > set as Prefer Max Performance. Also set your Windows power settings to High Performance.

 

I'm not convinced these will have any impact, but it's worth ruling them out.

Precision works just fine, they are very similar so no need to download Afterburner. The GPU utilization is ok on both GPUs when the scene is going, but when it stutters they fall to below 10%.

Yes, exactly. Every other game I've tried doesn't seem to have any issues so far, except GTA.

And GTA is on my main drive. A Samsung 850 Evo 500GB.

This is a very peculiar problem...try launching the GTA5.exe in compatibility mode (windows 8 or 7)

I have no clue why it's doing this, but when I tried to run it in that mode and load into story mode for example, I got an endless loading into story screen. (It's been loading for 10+ minutes). Unless this is somehow a new issue or just something with trying to run it in compatibility mode, I'm not sure. Though I can't even get into the game.

I tried those already too, didn't work! Keep sending random brain farts this way...we'll figure it out sooner or later. :(
