Might be the onboard sound card, try buying a cheap dac and it should fix the problem.

try checking if your pc is grounded (though would be hard without multimeter or something like that)

try touching it and the ground with a piece of metal, be it wire or a metal rod and see if the sound is gone, if it isnt then its just bad onboard audio solution

i have the 3 prong one in the surge protector doesnt the 3 one mean its grounded?

yes, but sometimes the connection is bad

i had an extension that didnt connect ground... HAD

i only noticed when my desktop keeps shocking me when i walked past it
