I need it to be quiet while providing a smooth PC experience from easy to run titles like CSGO, to more demanding ones like Witcher 3 at 1080p. I already have a 1080p monitor, and everything as I am upgrading from my old PC (which will turn into a server). Here's what I need overall:

Aren't those aimed at higher-end prices like $600? I mean, I could save a bit more until Pascal comes out.

not if you wait for the 1070/490. it will be the same price as the current 390 and offer better performance. if anything, 390 prices will drop by then.
