whats your operating system. whats the RAM, whats its speed? Is it 4x 8GB sticks? or 8x 4GB sticks? Whats your motherboard?

thats your problem. 32 bit operating systems limit you to 4GB of RAM.

That's correct, the 32bit version of Windows 10 has a limit of 4GB RAM.

32bit windows is limited to a max of 4gbs of ram.

Well what are your entire specs as your processor might not even support 64bit,

Ok then 64bit windows should allow you to use all 32gbs of ram.
