I really have come to like the BeQuiet silent wings fans, unless you want to fork out the cash for noctua.  Also, the evo 212 should take 140mm fans which is good because bigger fans can move the same air as a faster moving 120 mm fan. Best thing to do about getting rid of hard drive noises is to go all solid state, though rubber mounting systems for HDD's can help.

I can help you out, as I am a silent freak as well.
Remove as much moving parts as possible. My PC has all SSD's, as it eliminates Hard drive sounds. You can get a case that has sound-proofing material inside the case. I would Recommend the Be Quiet! Silent Base 800. (I use that case). Or the Silent Base 600. If you dont want to spend $100+ on a case then you can buy soundproofing foam, and Be Quiet! fans. Be Quiet! Pure Wings 2 fans are great for quiet operation. Noctua is great as well, but a little bit more expensive. If you have a motherboard that can control chassis fans, Program the fans not to start up when you are doing non-demanding tasks. My case fans dont start up until the CPU temps reach 60c. By doing this your PC will sound ultra quiet at idle and very quiet at load.

1st find what makes the sound. Mainly hard drives and some coils. Unless you are killing some crazy loads then fans are not issue

I have no window define s with fractial stock fans and cryorig cooler and I m not really ablte to tell if pc is workong may be it is just your ears that are too good. My relative has similar issue his hearing is just too good :-D

Fractal venturi seems quite silent to me, especially if you add the low noise adapter. 

You can do only so much to silence a hdd, you could try to add some rubber or foam where it's in contact with metal, if you don't have some sound dampening already. If that doesn't help, only option left is to get an ssd. You can buy a low capacity one and have the most important data there. This way you'll be hitting the hdd a lot less, so it wouldn't have to run at high rpm.
