If it doesn't remove all the files, here's a tip for cleaning them up:  Go browse the desktop in an actual file browser window, and do a search for "*".  That will show all files and folders.  Now sort by modified date.  If you're lucky, you'll get a bunch of files all with almost exactly the same date and nothing else really mixed in.  Just delete all those.  Should save you from having to hunt around and select them manually.

@Ryan_Vickers @verydogesuchwow So my friend is going through the process of uninstalling and reinstalling steam right now.  The name of the install path is C:/users/admin/desktop/steam/

Is this good?

lol no that's still on the desktop, just in a folder called "steam" xD

@Ryan_Vickers We've started deleting all the files, and if you could tel me how to get it so it doesn't do this would be very appreciated.

well by default it should go in C:\Program Files (x86)\Steam, so he must be manually changing it to the desktop for some reason.  Just don't do that

it manually gives him the desktop

Well yes that's what I said must be happening.  But it should be automatically giving him C:\Program Files (x86)\Steam.  If not, select that manually, or somewhere else no on the desktop.

@Ryan_Vickers when we select install it tells him to close steam but steam isn't open anywhere so I have no clue what's happening

Try rebooting and then try the install again

he just restarted his laptop

Maybe steam is still installed and when you restarted it auto-started in the system tray?

we used control panel and uninstalled it there first thing first, but he can still open it from the desktop

then it wasn't uninstalled.  Try uninstalling it again and delete the files, and close it if it is open

When we go to uninstall it again it doesn't show up though

All I can say is delete the files and make sure it isn't open when you try to install.  Then install again with the default path and it should all be fine.  I don't know how this even happened in the first place... he must have manually selected to install it on the desktop for some reason.
