I have 2 980Ti Hybrids (EVGA) and  the top card is getting 5-10c higher than the bottom card and when I take the bottom card out it goes down from 61c-51c in rainbow six: seige. I'm positive it's airflow and idea to fixing this? There is a mount for a fan on the side of a case (200mm) will that help if there is and exhaust there?

The primary factor to the temperature of those cards is the radiators. Those cool the GPU die, check your rad fans.

I've already tested this and I know for a.fact it's not the fans. Take one card out it drops 5-10c on the other card put it back in it goes up 5-10c.

How close are the two cards are in your case?

Well I can't get a pic as I'm not near my pc at this time but there is only the 1 front intake on the phantom 820 just look up the case and you'll see the fan

There 1 pci slot away from each other and your correct it only cools the die
