help please

I cant find any help with windows 10 PCI to PCI error code 12. I have done about everything I can find but no luck. I am trying to add a R9 380 fury to my rig but it wont detect saying

This device cannot find enough free resources that it can use. (Code 12)

 

If you want to use this device, you will need to disable one of the other devices on this system.

I have disabled everything but nothing. put in my Radeon HD 5770 and it works fine. wiped my system reinstalled windows 7 and still no luck upgraded to windows 10 again and no. No updates for bios made sure all settings are right ( have an MSI 870A-54 16gb ram 2 optical drive 2 ssd 120gb.) I know my board is old and I am getting new parts but would like to figure this out to donate to my brother.
