From the build I have listed below, I have a few questions.

1. Can I overclock using the ASRock BIOS overclocker to 4.5 GHz even with my stock cooler?

2. What's the average temp for this setup idle and under load?

3. I was overclocking and only got up to 250 FPS on League of Legends. Why not more?

P.S. I have two intake fans in the front and one exhaust in the back.

You can OC on a Z97 Fatal1ty Killer board with your 4790k, whether you reach 4.5 is dependent on your voltage, chip and cooling. I would never go above 4.2Ghz with the stock cooler. Even a $25 air cooling solution will give you a decent kick up to 4.5Ghz without too much excess heat.
