Can not repair windows

I am attempting to repair windows because I tried to wipe an old hard drive in order to make the computer it was in a file server. So I did it a way that was most likely wrong and formatted the drive. It said it was empty and put it back in that computer to load up linux. I got a windows error even though I just wiped it. I downloaded an iso in attempt to repair then wipe it the right way, but it will not let me. This is the screen it gives me. Here is a video of what it does when I click enter and f8. How can I fix this?

The entire drive, or I am pretty sure it was the entire drive.

sure we can try... do you have a windows installation disk or USB drive with you?  Boot from the installation media and when you get to the installer screen press shift+F10 to open a command prompt window, type the following commands...

 

diskpart

list disk

 

select disk 0  (or whichever disk you want to format)

 

clean

 

now you can either leave it like this or you can create a partition and format it using diskpart if you want to

 

exit

Plug the drive into another PC, go into Disk Management and have a look what's actually there. It might have a recovery partition or something.
