It could be the area too. The closer you are to a service area the better the speeds I've been told. Go to your service provider and see if they have faster plans available.

People can't really help you if you don't know what you current plan is. You should check upgrade posibilities, well first if there are any, and then discuss it with the person who pays the bills to see if you'll get the green light for an upgrade. What I mean is do you only have internet, phone, tv package, a combo of those, and then see if there is a better option for you. 

The ability to google properly is a skill of its own.
