I purchased Cities Skylines a few days ago and the performance I am getting is really ruining my experience, the game is hardly utilizing my GPU's in both single mode and SLI giving me a total FPS of about 50 when zoomed out and 20 when zoomed in with 40% or lower GPU usage. This is not a CPU bottleneck because the load on my processor never goes above 50% and it is using just over half of my RAM. If anyone has any solutions or suggestions they would be appreciated.

If your GPU usage is not pegged at 99% / 100%, it sounds like it's either a CPU bottleneck, or the card is simply not clocking up when the game starts. You aren't playing in Window Mode, by chance? I've heard issues with SLi in Window mode. Outside of that, have you tried making sure you're not using DSR (is that on the 780 Ti?) and running at something like 4K? It's highly unlikely, but it is possible. For me, the game runs just fine.

As i said before my CPU stays at around 50% load, the game does not have true fullscreen but i have the game running in "fullscreen" which is basically windowed borderless, i have the same issue when running a single card as i said before and i am not using DSR and i am playing at 1080p.
