Nevermind guys it was the HDD. He found we found a great deal on an SSD that he can afford so reinstalled and with stock setting on both System we bought ADATA SP550 and just put the 250GB Western Digital HDD as a Mass storage.

For some weird Reason when we started his computer i notice some slowdown when playing dota 2 so i tried asking question but we fix it, it might be that the HDD was so old it might be broken but no point in searching a problem.

My Current PC Build.

CPU: Intel Pentium G3258 (4.3GHz @ 1.2volts) on a Stock Cooler

MoBo: MSI H81M-P33 (Bios Version 1.9)

RAM: GSkills Ripjaws 2x4GB 1600MHz (1333MHz)

SSD: Samsung SSD 850 EVO 250GB

HDD: Samsung HDD 500GB 7200rpm 16mb cache

GPU: EVGA GTX950 2GB FTW (+120MHz @ +37mv)

PSU: Corsair VS450

Case: NZXT S340

My Friend PC Build

CPU: Intel Pentium G3258 (Stock) on a Stock Cooler

MoBo: MSI H81M-P33 (Bios Version 1.9)

RAM: GSkills Ripjaws 2x4GB 1600MHz (1333MHz)

SSD: Skip out low on Budget but will soon purchase

HDD: Western Digital Blue 250GB 7200rpm 16mb cache

GPU: EVGA GTX950 2GB FTW (Stock)

PSU: Corsair VS450

Case: Generic Case here worth more or less $8 (where only waiting for a Phanteks Enthoo EVOLV MATX)

So here is my question when he bought is Build almost to the exact Item but change the Case and he cant purchase an SSD cost if he ever purchase it 1st he cant purchase another component but he has and 3 year old drive that is still working so he decided to use if for now and we did. but there were a bit weird when we played game together on the same Specification and only change that my Booth Drive was a Samsung SSD 850 EVO 250GB and his was only a HDD, apparently his gaming Drop Frames so bad that even me got confuse for a moment so what i did was i revert all my setting to stock and i still get pretty much solid fps.

Now thus SSD really do much in Gaming? cost apparently i never tried it 1st with my Samsung HDD 500GB. Hope you can understand that sometimes we cant afford stuff here in our Country.

My FPS in Dota 2 Reborn played around 100-120FPS its capping and dips to 80FPS in intense fight action the max fps of the Dota 2 Settings and with my friend on the exact same Setting he was Getting more or less 70-100 FPS and his drop to a solid of 40FPS? now our question is this do SSD impact game performance?

Your CPU is overclocked. When running a Pentium the clock speed can make or break the gaming performance.

yes i know but what i did was i reverted all my settings back to normal to, and if you are here you might be thinking the same thing i have a OC mine but apparently when i got my settings back to the Stock i still have a better FPS on the Game. Could it be that when i play games my Disk status on my SSD stays 0% and go up to 12% buy drop back down to 0%, but my friends HDD goes crazy like 100% then drops back down to 0% but sometimes stay 20-30%? could it be possible that some games might drop fps if the HDD is Old or might be Broken?

An HDD that's on death's door could cause a number of problems. Only way to test would be using another drive.

i don't want to try placing my SSD on his rig cause i only bought Windows 10 Pro OEM Key. i might lose my OS in the Process will just wait for his SSD. I already drive using his GPU in my and still got good FPS try using his CPU on my still the same and even the RAMS try all using his to mine but not the HDD. i heard that some time if you play around with the Windows 10 it might not reactivate again. so for now we will wait for the SSD upgrade.

Why in heavens name would you want a g3258 without oc, it does not make sense. I have a g3258, also oc-ed and I do not get throttle with a 960. So I suggest he starts to overclock that processor just like you did.
