HI i just got my pc repaired and the fans are quiet at first but then they stay at a little higher rpm i like then. please any ideas.

Access BIOS and see if it has different fan curves

it does but for some reason it resets and i get scared in bios since it was freezeing and i just got my pc back i am scared.

He has an MSI motherboard look at his sig.

i just replaced them with 2 corsair af 120 quiet edition but they run at 1000 to 900 rpm all the time!

Does your mother support DC fan control, if not you'd just have to use low noise adapters.

1000rpm isn't really that high. Its almost full speed as they are rated for 1100rpm. Can you access MSI Command Center and check if its auto adjusted fans to 60%?

yes but when i reboot they go full blast and manual mode is on to 100%'

Have you updated BIOS to latest version? That might fix bugs in fan controls. Also, if you loose other settings on reboot too, your CMOS battery might be dead.
