860M is just a 760M, and the 760M is quite a bit slower than even a 760. I'd say you're in GTX 750 territory or worse for GPU quality, so lacking 860M I'd say. I have a GS70 with the 970M, feels good in most games to me.

Really why do you think that? I have a GS70 with a 970m not really sat down with it to move all of my things over. I just want it for some basic games I feel a 860M should be able to run CSGO !

ok well apart the GPU fats

maybe temp Problems. too much dust in the fan ?

probably energy setting or Game config or Nvidia System control energy saving .....

In Game config Notebook mode in Csgo turn off

turn off AA (like MSAA oder TXAA) more FPS

Turn down the Effects for lower FPS drops.

The 970M can handle Fallout 4 at a respectable framerate, so I think it could handle CSGO, haha. I've never used a 860M before though, so I can't speak much on it. You may also be CPU bound there, if CSGO needs a high single core speed, since they run at like... 2.5GHz nominal.
