Does anyone know why my R9 390 fluctuates from 100%-33%-99%-1% etc. I am unsure why the Usage is so unstable! My GPU only reaches 61 degrees and CPU usage varies from 50%-79%. I also Play at 1440x900p
I also seem to get lower than other people with similar setups. This video: https://www.youtube.com/watch?v=d643JoCepE0 shows someone with almost the same setup and when using the same settings (First settings he uses) I only get 59-69 FPS opposed to 75+ FPS. Is this low FPS and fluctuation issue a bottleneck? I don't know much about bottle-necks but my CPU is constantly at 65%+.

All Drivers are updated but I am unsure if i removed my old drivers properly, Should I use Driver Sweeper to remove all traces of the old drivers? ( http://www.guru3d.com/content-page/guru3d-driver-sweeper.html ). I have heard using a VGA to Hdmi cord can cause problems but I am unsure.
My setup:
AMD FX 6300 
12GB ddr3 Ram 1600mhz
Asrock extreme3 970
Asus Strix R9 390 (Non-OC) 
Antec LPC 650w PSU

Welcome to the forums 

 

What games? If it is a CPU demanding one then the CPU could be the bottle neck. The R9 390 is a fairly powerful card and the FX 6300 is a fairly weak CPU.

GTA V, Fallout 4 and Crysis 3, I only use 70% CPU... Can this still be a bottle-neck? It is always slower than others, Can the Spikes be caused by bottlenecking? At least i still get good FPS

Yes, I have experienced this. Even though my CPU usage was low, it was still the bottle neck. (I know because I got a new CPU after and everything was fine). For now you can turn down settings and tweak them. Also, make sure that your CPU is not thermal throttling. You can download Coretemp and see the temps (and the max temps) you are getting.

It reaches about 60-65 degrees, Is the i5 4500 good? I will definitely save up for a better CPU. How many FPS am I loosing?

It is hard to say what the FPS loss is. No matter what, you will have to get a new motherboard if you get a new CPU. I would recommend an i5-4690k or even an i5-6500k with a compatible motherboard. This will sort you for years to come especially with that GPU as it is good and modern. Although, if you don't have enough I personally would wait until I can get a i5-4690k/i5-6500k. If you don't want to get these, there are multiple threads in the CPU section (or you could make your own) about a cheap CPU to get that will not bottleneck.
