$200 really isn't enough to court anything worthwhile. The only advantage over a cellphone worlds be optical zoom, other than that a modern cellphone camera will be of similar our better image quality. You doubt start getting to decent performing cameras until the 300-400 range.

Cinematic photography?  Can you clarify what she means by that?

 

If she is looking for a camera just for the sake of taking photos and her budget is $200, in the compact or bridge line of cameras like that I recommend a Canon.
