My FX-8320 during gaming only seems to go to about 20-30% utilization and a speed of 1.3-1.38 GHz which causes my R9 380 to only use about 40% of its power. I do not believe it as ram as I have 8 gigs and it never goes over 65%. This includes Fallout 4, The Forest, Battlefield 3, Crysis 3, and War of Thunder and some others. I have tried to force it to clock up via MSI Command Center but does not seem to help with the frame rate which is only about 25-30 FPS.

Check your power options and make sure they're set to high performance.

What MOBO are you using? and have you overclocked? Could be VRM throttling.
