C2D E6600 will annihilate Prescott-2M Pentium 4 in anything exept temperature (Pentium 4 will be hotter), and power consuption (Core 2 will draw less power), but i dont think "higher = better" in those cases :P

Go for C2D E6600.

But the Atom uses 10W, and the Core Duo 65W. It's a massive difference.

PS: And the Atom is faster at multi threads performance, like Chrome.

That is the least important thing.
The most important thing, is how much $ u will save on power bill.
And I bet it will not be worth extra cash needed or that platform (even in the long run).

Well, here in Germany where energy is expensive af, I would consider the difference very much, but I dont know how much does it costs on the OP area, maybe it doesnt compensates.

I pay 27 cents(of euros) per kWh plus 10 euros a month.

So around 216 kWh, without considering the 10 euros tax.

OK. So we can get 216 000 W/h.
 

To get a reference number I tested just now a Conroe @ 3,2GHz (Vcore = 1,25V), with 4GB RAM and 7300 GT 256MB (powered by OCZ 750W PSU). 
This PC pulled around 120W from the wall (measured by powermeter on power plug), while doing Nature test from 3DMark03.
Counting in that older people usually don't play games like Doom3 or Counter Strike, let's say avg. power consuption will be 120W (I know, that is REALLY high, since this is Load power but let's go with the Worst case scenario here).
 

120W, with 27 cents/1kWh, gives us 0,0324 Euro cents/h.
8h/day and with 30 day in month, U will pay ~7,8 EUR more per month than U pay now.
This is the absolute Worst case scenario (since 8h/day can't be real for older person, and 120W is upped A LOT since effeciency is low on 750W PSU, and Internet browsing isn't exacly as reasource heavy as Nature test from 3DMark03).
Basicly : ^This is a REALLY rough math.
I woudn't be suprised if this number would be 50-70% lower in real life.

Yes, but add 7,8 euros a month per 8 years, and you will get 748 euros. Lets say that will use 4h a day, still will be 374 euros, but I know, still can make sense use the Core duo, since its free, I thought that he had to buy the stuff, I just noticed later that he already has it all.

But... will U be able to use a Core 2 Duo (already 10 Year old CPU), for next 8 Years for Internet browsing ?
Also, remember that I was using a really OP PSU (low effeciency at low power), and took a number from a 3DMark load test (not Idle) + 3,2GHz isn't exacly a 2,4GHz from C2D E6600 :)
My point is : Instead of getting that few EUR/month from lower powered PC, U should be focusing more on exchanging lighting bulbs, older TV, refrigerator, oven, etc. in your home.
When PC powerdraw becomes visible part of your power bill, then U can think about doing something about it.

The Core 2 Duo for sure, just make sure the motherboard you plan on using it with supports it. If it supports the Pentium 4 that does not mean it will support the Core 2 Duo so keep that in mind :)

I agree with you, since he already has the parts, but, if he had to buy, even if was for like 20 dollars, I would still go for the Celeron, because the difference is huge in energy consumption, and the Celeron has better technologies to safe energy at idle too, and can be powered by a simple notebook PSU.

I wouldnt say the same thing about 90W to 60W, but.. 65W(more some to the extra GPU) to 10W, considering that at most tasks the 10W will perform better, I definily would buy the Celeron.
