So I am deciding whether to get a new laptop or build a computer. The laptop would be the dell inspiron 7559 and the computer parts are as follows along with a nvidia 760 from a friend:

Which one would you get, based on your experience?

here's what you should do. Get a cheap laptop like a chromebook them spend the rest of the money on a gaming PC. This way you can use your laptop for the internet and your PC for gaming. Also, what's your budget?

Exactly this, the chromebook or cheap notebook for mobility and web browsing and the rest of the money on a decent gaming PC, then you can play games on that and when you need to be mobile or use the PC in bed or something you can with the cheaper laptop/netbook

I would recommend a 1tb hard drive aswell for the build as 250gb will run out quickly considering the size of modern games being like 60gb

The computer would the smarter way to go as it can be upgraded while the laptop can't (within reason). However if you're mobile often the laptop might be a better choice

You know how it is, the cow goes "moo", the dog goes "woof" and the gamer goes "The PvP is unbalanced."
