I'd go with the HD 5450 because it is newer and faster.

You will not be able to game on either of these cards, they are very basic.

Well, I can go 100+ fps at on ultra-low settings 640x480 in CS:GO with my 9400 GT. Would the HD 5450 improve upon that?
