Honestly, even for just your friend's OS install, I'd recommend higher than 32GB. You're going to lose some of that because of how manufacturers refer to the "gigabyte" and I think that he'll find himself feeling a little cramped if he can't access his C: drive at all. Save up the extra 60 bucks and pick up a Kingston HyperX 120GB 3K. He won't regret it.

Needs a Hyper 212 Evo, and for the price of that 770 you can buy two 7950s and run them in crossfire

I might not recommend going strait to crossfire, but I would suggest going down to a 2GB 770 instead of a 4GB. The graphics processor is going to be a bottleneck before you start needing an extra couple gigs of VRAM. I've spent a very long time looking into this exact issue. Use that extra money on a bigger SSD :P

The system requirements for Battlefield 4 recommend 3 gb of graphics memory.  Would a 2gb card still be able to keep up?

I have a feeling that we will find that to be an exaggerated requirement (that is as long as you're running a 1920x1200 or lower screen resolution). But to be clear, I haven't ran it on my computer so I can only speculate. I have some 2GB cards in my system, and if I can't run it on max when it comes out, I will be VERY surprised.
