Lower quality not improving performance

I've got an AMD FX-6300 and an R9 380 4GB. I started Fallout 4 once I got things up and running, and the launcher automatically set the detail to Ultra. The game held a solid 50 FPS until I got out of the vault. Looking at Sanctuary from the vault entrance drops me to ~20 FPS, and looking anywhere else but the floor gives ~40 FPS.

 

In an attempt to fix this, I lowered the quality. Changing from ultra to high did nothing. Changing from ultra to the lowest possible setting resulted in 60 FPS when looking in the distance away from Sanctuary, but looking at Sanctuary itself I barely pushed 30 FPS. Any ideas what could be going on?

 

What I've tried:

 

Updating drivers; already had latest AMD drivers.

 

Godrays quality; little performance boost.

Turn off AA?

I'm fairly for certain its a driver or configuration issue.

Possibly? Like someone above said, turn off AA or force it in Radeon Settings or Catalyst Control Center.
