You need to tell windows to move the folders to the other drive. I'm assuming the SSD is the boot drive and the HDD is meant for storage of documents/games/...

 

Try right clicking on the document folder and see if it lets you select the location (you want to move it if you already have files in it). For things like steam tell it to install games to another location or just install it to the HDD.

 

For programs that refuse to let you move the folder around there are more advanced methods which are called junction links but don't mess with that unless you know what your doing.

Just look at your explorer window and open quick access and right click on folders and open the folder properties, say your right clicked on downloads (Then in the location tab of the properties select Move... and select a folder of the HDD you want to move the downloads folder too) rinse and repeat with other folders like documents, ... to different folders on the HDD obviously.
