Streaming games from pc to android device

What's up everyone I just got my new phone and I wanted to try straining my Steam games from my computer to my Android device via the Internet. But I'm not sure if I'm able to do that I mean I know you're able to but I'm not sure how it works does my home network connection have to be fast? Because I have an upload of 1mb and a download of 18 would this affect it or not?

I was going to use that but I'm not gonna be home when streaming so I have to use it via my 4g LTE and I'm not sure if I have to have a fast home network to do it.
