In settings and under encoding you see options for it. OBS lists QuickSyncand others if they are available with your hardware. You select one of those as rendering engine. QuickSync requires iGPU to be enabled from BIOS and drivers for it installed. You will also need to add virtual display which is using iGPU.

 

So by default OBS is using your CPU as rendering engine.
