HI i am fixing a iphone 4s for a friend and i am having trouble with it trying to even charge to boot! any advice i am using msi super charger to help speed it up

I think the first step is to see if it is actually dead. (Do you see the red battery symbol?)

If you don't the issue may be different, and my recommendation is to try to hold the power and home button for ~15 seconds, and see if anything happens.

the battery is on the screen but not booting

How long has it been charging, I would wait at least 30 minutes of charging before seeing if there is a different issue, assuming the charger works.

Is there a different issue? or is this preventing you from fixing a different issue.

well my friend said the battery life sucks and its been chargeing for 10mins i am used to my 6s plus booting fast

Then I would wait.

There's no real way to fix crappy battery life, other than to replace the battery, which probably won't fix it.
