Computer does not power on... sometimes?

Hi I recently built an x99 system based around the MSI x99 sli krait edition board. After about 10 days, I accidentally turned it off, and it wouldn't power back on. NOTE: the motherboard has a power button directly on it. (Which I tried pressing after the case button didn't work)

Next I tried reseating the 24-pin and the power cable that comes from the wall to the PSU. > still nothing.

I then unplugged the 24 pin and jumped the "green" wire to ground. > Psu powered on, fans in case begin spinning, Hd's spin

Next I plugged the 24 pin in again and tried the power button(s) and jumped the power button pins on the mobo. (still nothing)

Finally I jumped the "green" wire on the 24 pin to ground, as per the testing procedure(but poking the wire in the backside of the molex connector) and it powered on, and booted up.

Note: once powered on, I removed the jumper, and it continued running fine.

On my next power off it turned on just fine, but the time after that, Just as many problems.

Has anyone had anything like this before? I'm thinking that it is likely the power supply not being "sensitive" enough or something? Because it is a recertified. It is a corsair AX850 though, and it DOES power on, and stay on, just fine, once you convince it to.

Additional info:

the power button built in to the mobo stays on at all times, indicating that the motherboard is receiving 5v (and that feature where charging USB devices while turned off works fine.)

it is a dual bios board, and I switched to the other BIOS to see if it made a difference, but I haven't run a BIOS update though. (don't know if there is one or not)

Probably a dumb idea, but I may just wire my case power button as a jumper between "green" and ground. As it seems I don't need the jumper on while it is running, this may be the easiest solution, albeit a bit cludgy. I have a 7" 24 pin extension, so I wouldn't have to void the warranty on the original

Any suggestions? comments? Additional questions?

this is a strange problem and i would say its your motherboard to blame, might be the PSU but something makes me feel its the motherboard not getting proper ground for the green pin or something, not too good with this but i would say motherboard, if you have another motherboard or computer you could test if the PSU is to blame or the mobo

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
