With that cooler you can go up to 1.32v and be ok. Just be ready for some loud fans at that voltage. Also make sure to stress test for a couple hours. I do two hour runs with occt, and any oc that I had that passed that hasn't blue screened.

Other than that keep temps lower than 85°C and voltage under 1.35 or so and you're fine.

Honestly, you probably won't get much better than 4.7 or 4.8 ghz. Voltage requirements shoot up in that range for haswell. You're probably better off using 4.6 to keep temps low and the fans quiet. A couple hundred mhz won't even be noticeable. Trust me, there's a reason my 24/7 oc is 4.4ghz lol

My rig:
CPU: i5 4690k 24/7 @4.4ghz (1.165v) Max 4.7ghz (1.325v) COOLER: NZXT Kraken X61 MOBO: Asus Z97-A   RAM: 16GB Crucial Ballistix Tactical   GPU: EVGA GTX 970 SSC   PSU: EVGA GS 650W   CASE: NZXT Phantom 530 HDD: WD Caviar Blue 1TB + WD Black 2TB

4.6 @ 1.25 is a bit above an average chip, that suggestion is to test whether or not you you have a chip in the top 50 percentile.
