5820k > 4790k. But in single threaded performance, 4790k wins at stock. If you OC 5820k, you can match the performance of stock 4790k with 5820k.

 

5820k has 6 cores and 12 threads.

4790k has 4 cores and 8 threads.

 

But if it is for gaming only, you can go for 1231 V3 or 4690k. Which is more than enough for gaming only. Otherwise get 5820k which is worth the bucks.

 

Get Windows 7/8/10 for $20 at r/MicrosoftSoftwareSwap.

I would get a better cooler since with a 5820k it'd be a waste not overclocking it. If you can afford an AIO cooler, I'd go for the NZXT Kraken X61. You won't regret it.

He can get this cooler for now, since his budget is within $1500, I put that cooler into the build. He can swap for AIO later  

 

Also you can still OC with it. But not much

True, true. I don't plan on doing any immediate overclocking (and hopefully not for a while) so I'll start with that then upgrade when I'm ready. Great idea
