the main character most likely black and tall and he had dreadlocks, the part that i remember was rainy and the character was without an umbrella and wore a coat very long under the knees

he most likely was a detective, it felt like l.a. noire 3rd person, very low voice and manly

1998-99 ish

he wore army boots

Propably game his looking for is before zombie era.

 

Only game I can think of is Max Payne and its too new for that time frame.
