How similar is VGA to SCART electrically because you don't want to do too much converting.

It is 100% possible but I wouldn't convert anything to scart. Scart is terrible.

scart is analog

VGA is analog too.

my mistake, i thought dvi i was dvi D. it will work, but the question is how

What you would need to do is use a DVI to VGA adapter and a VGA to SCART adapter and connect the adapters to one another.
