Should I get a Fury X or a 980 Ti for 1080p gaming

He has 390x thats enough high end card for 1080p.

No it's not. Not if your needs exceed the power offered by the 390x. I'm limited by my 980ti.

Well then your are very demanding person if 980ti limits u. 

A quick check on what FPS ppl get on Division resulted in 59-70 fps on ultra at 1080p with 390x. Thats very good imo. Guess u have different experience. Maybe its AMD drivers and it will get better. If not then I can agree that 390x could limit people at 1080p.

Settings and mods, throw in DSR/VSR and no graphics card is enough.

Yes i was talking about load and play the game.

Completely forgot about mods since publishers are so against them nowadays.... They all want to make mods themselves for money.
