Games won't run on dual CPU?

I can't get Assassin's Creed syndicate or Portal 2 to run on my system.

 

I'm running windows 10 with the following hardware:
dual Xeon e5-2660 v3
Asus z10pe-d16 ws
64gb 2133 ECC RAM
GTX 980 TI
SSDs for OS and Games
I have all the latest drivers installed

 

I have restarted multiple times and verified the cache multiple times as well as uninstalling and reinstalling multiple times.

 

ACS: I can open Uplay but when I try to open the game it shows the loading logo thing, the screen goes black and then it crashes with no error messages. same thing when I run it from windows explorer. I just bought and installed it yesterday so it is the latest version I assume. I tried to log in to Ubisoft's support site but it won't let me even though I can log in on the Uplay launcher.

 

Portal 2: Crashes upon start from steam, menu loads when I start from windows explorer but crashes when I try to play. I've kinda gotten portal to work in a linux vm but without a GPU pass-thru its crappy and the mouse controls were weird.

Any and all help appreciated!

AC:S - install Uplay from the website and not the game itself.

Portal 2 - longstanding issue with the Source engine not liking dual CPU systems.

I'm assuming that rig is primary for content creation, otherwise that's major overkill for gaming.

yeah, I built it for video editing. I game occasionally too though.
