hey, i really need help, i wont write too much here, but i'll give u the files i have recorded, and please help me to fix this, i have had 1 other thread and that got me no where, so i'm trying again:

Haha i remember this happening with Need for speed underground 2 way back when I had a DVD drive and the disk was scratched. 
Verify the game files and check the disk usage on the drive that GTA is installed on. Is it pinned at 100%?

Hey might I ask what version of windows you are on? Because when I upgraded from 7 - 10 this was also a problem for me. Now I just sit on 8.1 lol :D

nah, it's on my ssd, which is at like 0% useage and goes up to maybe around 25%

it doesn't sync to the frame drops and the freezes so i don't think the ssd is the troublemaker

i had this same problem but i kept falling through the floor LOL go to 2 minutes on the video

 

 

with me only the textures won't load in and the screen nearly constantly freezes and stuters, i don't fall thru the map
