Is PNY good?

PNY is currently the only maker of a referance style gtx 960 4gb

so

I have to use a blower sytle card since im building inside the nCase M1

Is PNY good?

If it's reference, then the company really doesn't have much to do with how the card performs. 

But yes, PNY is good from my experience.

why not custom blower?

Open design coolers wouldn't do too well in such a small case.

From what I've seen, most of the custom blower coolers are made mainly from plastic, while the reference designs are a mixture of plastic and metal. When it comes to selling it, the reference design will likely fetch more money, which is a pretty good reason by itself to go for the reference design.

Asus Turbo is bad from experience so out of the question.
