Yes, it always will, but the correct question is: By how much?

If your cooling and power is adequate, a really heavy oc will shorten the life of your CPU from something around 10~20 years to 8~12 years. By this point the CPU is obsolete anyways, so yeah, do it if you can, just make sure the VRMs on your mainboard are good, the cooling is solid and you actually know what you're doing...

Yes but usually temperature is the only metric that matters in terms of loss due to overclocking, so if you keep the temps down the effect should be irrelevant.

 

Aka keep the temps down and you won't notice a difference.

OCing will always do that, how much really ? well depends on how high have you cranked the voltage and how are the temps
