My question is: can all of the ram installed be utilized?

If i have 4 or 8 GB of ram, can those 4 or 8 be used completely? what would happen if all of the memory is used(if it's possible)?

i5-4690k, R9 380 4gb, 8gb-1600MHz ram, corsair vs 550w, astrock h97m anniversary.

When you start reaching the limit of main memory your operating system will start to swap out memory to disk to make room for more stuff (this is called paging). This is why your computer is getting really slow because the disk drive is waaaay slower than RAM, even if you're on a SSD, and it's also the reason your program can go on without any main memory left.

Idle memory is often swapped out first so that active programs can have as much as possible in RAM. This is the reason memory usage goes down below the usual idle state. The system will start to swap in memory pages again and the idle memory will fill up in RAM eventually.

you can quite easily utilize all your ram just open enought crome taps and tadaa... Normal applications will strart lagging and get really slow as Dobbsjr said. In games you will experience stutters and sometimes they crash because the engine can not handle the slow data rate. Some of your C: drives space is permanently reserved for outsourcing ram. If you experience your ram filling up regularly i suggest upgreading...

It puts things stored in ram to the HDD/SSD I used to do this alot becasue I am a heavy multitasker and was using a laptop made in...98/99 til 2009 and I would run out of ram CONSTANTLY the machine would slow to a crawl, even shutting it down became a chore...it was not fun.

lets say i play a game, it freezes, pc does not react to any commands - solution is to restart. Can it be cause of ram? (League of legends, that pc has 2gb ddr2 ram)

it could be, i suggest you open task manager while playing and regularly check your ram usage just start the game and play it for a bit then alt tap and check the usage... Though this problem could be caused by a couple of errors, maybe the gpu driver or there is another problem with the ram... If you see that the problem is actually your ram filling up you can just put in more ram, if you have a desktop computer at least. If you have a 32-bit system you can put in one more gb more it can not handle. If you have a 64-bit system you can put as much ram in as the motherboard can handle...

Edit: ddr2 ram is really cheap ;) try to get compatible ram if you decide to put more in
