All coolers are pretty good now a days, especially for high end cards which need them the most. I'd say stay away from Asus on AMD since there is no VRM contact, also MSI in my own experience and others that I've read(specifically for 390x). For Nvidia which produces less heat, I'd say EVGA is the best from what I've read online and heard from people. But other brands are great as well and it also depends on the specific cooler, like Matrix Platinum vs. DCU3 from ASUS.

I've had good success with gigabyte windforce 3-fan coolers, as they are proper in every respect. Every other brand I've used (EVGA, Asus, MSI, Powercolor) had something I didn't like, either fans had weird hum at certain speeds, or no VRM/Memory cooling, no backplate, or it was always something. I have a Sapphire FuryX which had a crap fan and garbage water pump, but it is stock so can't really knock sapphire for this one, they are usually pretty legit with their own custom coolers.
