I have this old Foxconn motherboard AM3 socket, I'm trying to install a H60 liquid cooler from Corsair. I heard that the pump needs continuous 12 Volts, but I can't find anywhere in the Bios to change fan voltage/speed. What should I do? Buy a fan controller?

What motherboard do you have?

Just plug it in, if it works it works, if it doesn't, it doesn't. :P

Ok, you can try using one of the headers on the motherboard, but HP motherboards are kind of picky since they expect a certain "fan" RPM to boot(or else it throws an error). If you want it to run at full speed you can use a molex to 3 pin fan adapter like this: http://www.amazon.com/Mini-3-4-pin-adapter-sleeved/dp/B001B9Y6W2/ref=sr_1_2?ie=UTF8&qid=1454263035&sr=8-2&keywords=molex+to+fan+adapter

or you can use about any fan controller.

I've never heard of a none-12v fan header so it will work. It will be audible, but you can put your finger on the top of the pump once it is attached. It should be noticeably vibrating. (You can plug it in to the motherboard with the pre-existing cooler installed)
