If you want to OC, you will get a MAX of 4.2ghz IF you are lucky.

Could you not have got a nice psu. The cx series is pretty bad.

Is the MSI motherboard ok with oc'ing even though it doesn't have VRM heatsinks??

No, i've seen a lot of complains about this board.

 

@sribeast21 you should go for another board if you're planning to overclock, The M5a97 Evo is pretty good and if you can afford a 990 board the gigabyte 990fx ud3 will do the job (go for the rev 1 if you can, i've seen some issues with the rev 3).

As for the voltage locked gpu i don't think this one is voltage locked, but there is still a risk that's why you should go for a Sapphire , His or asus card for example

I would get 550-600w PSU 

Leaves room for OC

Get Asus 99X evo or 99Fx board for OC'ing 8320 to 4.2 and above.I have 99FX pro with 8350 @4.6 without any problem.

MSI boards have bad VRM/ voltage drops randomly and Gigabyte UD3h/5h gets to high temp on VRM's which will fry your your board.

Get Sapphire Vapor X with boost / MSI TF3 with boost 7950 card over any XFX/Gigabye card.

Seasonc 620S12 II or 520 , Corsair CX series are bit inferior.

sapphire's 7950's are cheaper and have better cooling solutions anyways. and they aren't voltage locked. win-win-win.

The build is almost perfect, however I would highly advise you swap out that XFX 7950 for an MSI, Sapphire, HIS or Powercolor model.
XFX & Gigabyte 7900 series cards are voltage locked so you're going to have a very tough time over-clocking them with little success, on top of that they're quite loud under load.
