Ram usage problems

I am within the last few months of saving up for a much needed upgrade. Within the past couple of days, I have noticed that my ram usage has skyrocketed. I am currently idling between 60% and 90%, and when doing anything (like browsing the web, or playing games), i get between 97% and 100% (at which point, my screen, and second monitor shut off). The following screenshots are of my task manager on the performance tab, showing ram usage, and the processes tab, sorting by memory usage highest to lowest, respectively. EDIT In these pictures, I am only running this tab on chrome, the task manager, skype, and a screen shot program called Greenshot.

Currently using a Toshiba Satellite (not sure about the model number) from 2012

Intel Pentium b960 with Intel integrated graphics (no number following it) running at 2.20 GHz

300 GB of internal storage (HDD) (not the original one, I had to replace it) w/ a 500 GB external hard drive (HDD)

4 GB of DDR3 ram

Running Windows 10, 64 bit

I think my problem is with system taking up so much ram, but i don't know how to lower it, I am thinking of doing a clean install of Windows, but want to make sure I've tried everything.
