Is there any way to press the computer case on button and have it both turn of the computer and cut power to the power supply?

That's just a force power off. I think he might mean the mains.

If you mean disconnect the mains power, then no.

if so you would need to wire a relay to cut MAINS supply, of just use a powerstrip.

Why? There's tons of safe ways to do this.

You could wire up a mains rated rocker switch, or go fancier with a time delayed relay to give the computer time to shut down.

A power strip is easiest though.

The same could be said about just building or upgrading your own computer. I think it's not fair to call something unsafe just because you could hypothetically screw it up if you're being an idiot about it.
